Declawing and Devocalizing Animals

In November 2013, State Senator Mike Stack (D-Philadelphia) introduced SB 1176, which would forbid rental owners from requiring renters to declaw or devocalize their pets. Penalties could include $1,000 per animal. Senator Stack says the intent of the bill is to protect tenants from being forced to choose between securing housing for their families and subjecting their pets to the procedures.

Stack is copying a bill that passed in California recently. We have not seen this issue, and Senator Stack has not offered information about cases in which it has been an issue.

The NAA PAA lease makes no such requirement, and relies on pet deposits to cover damage to the unit.
