At the urging of the NAA/NMHC, HUD changed their guidelines about bed bug control, at least as they apply to HUD Project-based housing. Here is a Bed Bug Action Plan to help combat these problem creatures. A new federal notice ( Notice H-2012-5 ) for subsidized housing addresses many of the concerns raised by the National Apartment Association and emphasizes the shared responsibilities between property management staff and residents to prevent or eliminate infestations. Importantly, it allows owners to conduct voluntary inspections and to treat resident’s possessions as a part of an Integrated Pest Management Program (IPM). Treatment costs may be partially recovered in conformance with HUD’s model lease.
